Development Vision

  • To ensure high impact development by prioritising infrastructure upgrade and development
  • To ensure that prioritized roads and engineering services are guided by precincts where development is targeted.

Development Objectives

  • Ensure well defined & integrated development in Evaton
  • Create precincts and main corridors within precincts to ensure focused development and improvement
  • Ensure land acquisition and densification on both green-fields and brown-fields
  • Identify upgrades ,classify and prioritize in situ upgrading to uplift the face of dilapidated housing structures
  • Eradicate infrastructure backlog and ensure linkages to IDP and subsequently to MIG funding
  • Focus on road construction and surfacing along and within development areas t to establish transport corridors and development nodes
  • Create sustainable livelihoods by focusing on projects that alleviate poverty and unemployment
  • Create viable business opportunities funded by private sector
  • Upgrade dilapidated infrastructure to uplift the face of Evaton



Development Concept

The following factors highlight the development concept of the Evaton Renewal Project:

  • The new approach contends that the Department will prioritise housing and support infrastructure first. Based on an 80:20 principle, the consequent argument is that it will then be easy to attract partnerships and investors for economic development projects and others when impact is visible.
  • The new approach advocates using development companies which bring on board upfront funding partnerships, years of experience and massive capacity to deliver. This will be able to help us deal with constraints of budget allocation.
  • The new approach is however not blind to policy requirements, therefore the development companies will be expected to utilize current BEE consultants, sub-contractors and local contractors as tradeoffs but will augment capacity, ensure timelines are met and utilize their experiences to the benefit of the projects.
  • Evaton has been divided into precincts, to help focus developments. However the new approach advocates for even smaller boundaries or divisions within a precinct. This will help localize & speed up delivery especially with regard to brown-field upgrades which will be challenged buy social facilitations & beneficiary education.

 


Implementation Strategy and Priority Areas

An implementation strategy was decided upon to fast track delivery of Evaton regeneration.

 


Strategy : Accelerated Housing & Infrastructure Delivery

To initiate new approaches aiming to deliver visible impact to urban regeneration projects at the shortest time possible, with the aim of using this visible impact to attract new investors for commercial & other developments.

 


Main drivers of the strategy

  1. Prioritize infrastructure projects , including housing ensure visible impact
  2. To ensure sustainable communities, drive LED projects using private sector Community Social Investment projects forpotential partnerships
  3. Form a special purpose vehicle in the form of large construction company, large financial institute, large real estate in partnership with the department & current BEE contractor
 


Priority Areas

The following have been selected as priority areas which will drive impact in Evaton for the next 3 financial years:

  1. Upgrades of bulk infrastructure & engineering services- sewer and water networks, storm water & street lighting.
  2. Roads & transport networks
  3. Housing upgrade ( aim: to renew houses for the current beneficiaries whilst also building new houses for new beneficiaries)
  4. Local Economic development: focusing at concepts that can help create employment and small business opportunities and alleviate poverty
  5. Social Services & Infrastructure
 


Development Framework

The following precincts have been suggested to help define the structure and implementation approach in Evaton:

  1. West precinct
  2. East precinct
  3. Government & Sports Precinct
  4. Heritage Precinct
  5. Overarching precinct

The over arching precinct was further devided into development corridors & intervention zones:

Corridors

  1. Adams Road
  2. Old Golden Highway ( Moshoeshoe)
  3. Selbourne Road
  4. Hamilton/Boundary Road
  5. Sterling and 1st Avenue
  6. Easton Road
  7. Lind Avenue
  8. Bodea

Intervention Zone

  1. Small farms intervention zone
  2. Flood line
 



Definition of Precincts

1. Eastern Precinct
It is Located next to Residentia Station.
Current status : A large section of the Eastern Activity Precinct comprises Vacant land. e,.g located alongside railway station, along side Selbourne road unit 6,etc. This precinct also has old shops next to the railway.

Commercial Node

  • Construction of bus & taxi rank
  • Shopping Centre ( neighbourhood )
  • High Density mixed housing developments
  • Community Facilities
  • Medical Consulting Rooms
  • Town square & roads, parking, paving, kerbs & land scaping
  • Greenfield housing development
2. Western Precinct
It is Located along the old golden highway
Current status : it is defined by its existing role as provider of business ( current shopping centre)& community services

  • Medical Rooms
  • Community hall
  • Information hub & Library
  • Informal trading ( formalized structure)
  • Neighbourhood shopping centre
  • Entertainment
  • Taxi rank & ablution facilities
  • Filling station
  • Bus rank
  • Town square & roads, parking, paving, kerbs & land scaping
  • Greenfield housing developments

3. Heritage Precinct
It is Located West next to Cemetry & East next to Wilberforce( ward 26).
Current status : The Cemetry & Wilberforce form two heritage gateways .
A more comprehensive business plan will be commissioned to allow input from evaton stakeholders and ensure a detailed urban design. Typical developments include the following:

  • Chapel
  • Ablution facilities
  • Utilising land around the cemetry for landscaping
  • Utilising Wilberforce to serve the community
  • Limit vehicle movement on selected heritage route and add paving, pedestrian walkways, landscaping visual links
  • Heritage square
  • Cultural Village
  • Heritage route.

4. Government & Sport precinct
This precinct also takes it definition from the existing municipal offices and sports fields along Union and Easton road. It is also proposed that the existing open space located within the Rietspruit currently containing a club house, be upgraded to a 2nd order open sport facility,
Typical developments include the following:

  • Total reconstruction of municipal offices based on new architectural recommendations, including welfare centre & new police station
  • Multipurpose Indoor sport
  • Netball field
  • 1x Practice soccer field & 1 soccer field/athletic track
  • Art school
  • Picnic & Braai
  • Parking area

5. Overarching Precinct
Projects on the overarching precinct are vast, but to a large extend are defined by main corridors and intervention zones and include:

  • Roads & storm water
  • Bulk sewer and water
  • Street lighting & street Furniture
  • Houses ( densification & upgrading)
  • Essential services to densified houses ( Water, sewer & electricity)
  • Environmental Cleaning & greening
